THE CHAPMAN ESTATE
The Chapman Estate is a highly visible and well-known property in the Shell Beach neighborhood. Located at 1243 Ocean Boulevard, the Chapman Estate (Estate) was home to Clifford Chapman and Don Shidler. Before his passing in July of 2012, Mr. Chapman expressed his desire for the City to accept the Chapman Estate and make the Chapman House available to Mr. Don Shidler; Mr. Shidler still lives in the Chapman House.
Mr. Chapman wished for continued use of the Estate grounds for annual private fundraising events by the San Luis Obispo Symphony, the San Luis Obispo Opera, and the Community Action Partnership of San Luis Obispo County (CAPSLO). It was also Mr. Chapman’s wish that the estate be open for the community’s enjoyment and that funds raised through the use of the Estate be used to offset maintenance and overhead costs.
Before the City accepted the Estate, numerous inspections and evaluations of the buildings and grounds revealed needed repairs and improvements in the short and long-term. Among these were short-term improvements for accessibility for the disabled. Repairs and improvements needed over the long-term include but are not limited to bluff protection comprised of a tie-back shot-crete skin over the Estate’s existing seawall and the filling of an adjacent sea cave to protect the Estate’s northwesterly bluff.
THE CHAPMAN ESTATE STRATEGIC MASTER PLAN
The creation of the Chapman Estate Strategic Master Plan (Plan) with extensive community engagement was a directive of the Pismo Beach City Council upon accepting the Estate. The Plan will create a community consensus and vision for the Estate’s fiscally responsible use, operation, maintenance and funding reflective of the community’s desire to preserves this historic jewel. The Plan will address many questions regarding the use of the Estate, how and when improvements will be funded, and how the property will be managed. While the use of the Estate for funding purposes is important and will be addressed in the Plan, the City Council seeks to limit functions at the Estate that will assure the peace and comfort of the Shell Beach community.
