Building
|
|
The issuance of a building permit ensures that appropriate plans have been reviewed and the resulting construction is inspected to satisfy local, State and Federal requirements to safeguard the public health, welfare and safety. These requirements include building construction codes for fire and earthquake safety, energy conservation codes, and zoning codes. |

Depending on the scope of work proposed, it could be an over-the-counter permit or take up to six weeks or longer depending on Design Professionals. The Building Division’s goal is for a 10-day turnaround for the first review and 5-day turnaround for each additional review. |

Property owners who build or remodel structures without obtaining the necessary permits are in violation of the Uniform Building Codes and various ordinances. They may be required to remove the structure. Unless the structure is removed, approvals are still required. Upon sale of the property, you must disclose any work that has been done without the benefit of required permits. This could jeopardize the sale of your property. |

Business License

Fees vary depending on type of business. For many retail and services businesses, the annual fee is based on the amount of Gross Receipts. A Home Occupation Permit is required if the business is conducted from a home in Pismo Beach. The fee for the Home Occupation Permit is $100.00. |

In addition to a regular license to do business within the City there is a Special Events Business License. This application is for use by vendors with no permanent place of business in the City of Pismo beach, and includes vendors who may do business only on selected days. Once you have a Business License, the City will automatically mail a renewal notice to the mailing address of record about thirty (30) days before the expiration date. If you do not receive a renewal notice before the expiration date, please contact the Finance Department. Failure to receive a renewal notice does not relieve the business owner of responsibility for renewing the business license - nor is it grounds for waiving any penalties due. |

David Fleishman is the City Attorney for Pismo Beach. He has represented nearly 40 cities and other local public agencies during the course of his career. He has been City Attorney since November 2003. The City Attorney's Office provides legal service to the City Council, agencies, boards, departments, and offices in the City of Pismo Beach. No. The City Attorney does not represent Pismo Beach residents in private legal matters, although as a contract city attorney, the City Attorney may have clients other than the City of Pismo Beach, provided such representation does not constitute a conflict of interest. |

Unfortunately City Hall can not process passport renewals. Renewals are done by mail. However you can only renew your passport if: Your most recent passport is available to submit and it is not damaged; you received the passport within the past 15 years; you were over age 16 when it was issued; you still have the same name, or can legally document your name change. Yes. Per Assembly Bill 190 the City allows free use of metered public parking for “Qualified Veterans” who possess certain issued license plates on the registered owners automobiles. These qualified veteran license plates include: *Pearl Harbor Survivors *Legion of Valor Recipients *Prisoner of War Veterans *Congressional Medal of Honor Awardees *Purple Heart Medal Recipients This law was enacted by the State as a way of demonstrating continuing appreciation for the sacrifices and contributions made by these special veterans and extended to the surviving spouses of these veterans who continue to display these identified special plates. NOTE: This bill does NOT include the special issue “Veterans Organizations” issued plates, which any veteran can apply for and receive. Qualified veterans could park in any parking spot within the City of Pismo Beach Paid Parking area for the complete day without having to pay for parking. It is unlawful to scatter human ashes within the City of Pismo Beach. Sattering of ashes need to be made 3 miles out to sea. There are private charters who service the Pacific Coast area including Pismo Beach, Avila Beach and Morro Bay whom offer sea burial service to the public. San Luis Obispo County IWMA has instituted a mandatory "Take-Back Sharps" ordinance that requires any pharmacy inside the county that sells sharps to take them back from the public for FREE. Yes, but it must be on a leash at all times. Pet owners must be responsible for cleaning up after their pet. Dogs are not permitted on the Pismo Pier. |

No. Camping is not permitted on Pismo Beach proper but it is permitted just a few miles south on Pismo State Beach. Pismo Beach does have a large recreational vehicle park and campgrounds where camping is permitted. |

Barbeques in hibachi or container-type barbeques are allowed on Pismo Beach. Open fires are not allowed on the beach. |

Neither motor vehicles nor horses are permitted on Pismo Beach. However they are permitted a few miles to the south on Pismo State Beach. |

Yes, but you must have a fishing license and must follow guidelines for size and quantity if you want to remove any from the beach. |

No fishing license is required to fish off the pier. However if you plan to fish from the shoreline or from boat, a license is necessary. Also, if you are planning to park in the pier parking lot between the hours of 11:00 pm and 4:00 am in order to fish, you will need a parking pass, obtainable in the lobby of the Pismo Police Station on 1000 Bello Street. |

San Luis Obispo Environmental Health Services takes ocean water samples at three separate locations near the City pier. Samples are analyzed for three types of indicator bacteria, which at sufficient concentrations indicate the potential presence of bacteria that may cause human illness. The results are compared to standards established by the State. If any of the State standards are not met, a Health Advisory is issued. A Health Advisory warns bathers to avoid water contact activities due to the presence of elevated levels of bacteria. An advisory spans fifty yards north and south of the area where the sample is collected. Beaches are posted with advisory signs and remain posted until sample results indicate that bacteria levels meet State standards. To use any surfboard, paddleboard or similar object within the entire beach safety area in a manner that constitutes a hazard to any other person near or in the immediate vicinity of the person using said object; C. To swim within one hundred feet of the pier; D. To launch or operate jet skis within five hundred yards from the low mean tideline or within kelp beds and sensitive wildlife areas within the designated beach safety area of the city limits; E. To fail or refuse to obey any reasonable command, order, instruction or direction of any police officer, fire safety personnel or lifeguard given in connection with or with reference to any use, operation, manipulation or handling of any board, surfboard, paddleboard, jet ski, etc. F. Except for smoke generated by portable barbeques as authorized in Section 12.20.060, and except for ceremonial, religious or educational purposes, to smoke within the boundaries of the beach safety zone. As used in this subsection, “to smoke” means the carrying or holding of a lighted pipe, cigar, cigarette, or any other lighted smoking product or equipment used to burn any tobacco products, weed, plant, or any other combustible substance. Actions prohibited by this subsection include emitting or exhaling the fumes of any pipe, cigar, cigarette, or any other lighted smoking equipment used for burning any tobacco product, weed, plant, or any other combustible substance. A violation of this subsection is an infraction. G. To dispose of cigarette butts, cigar butts, or any other smoking-related waste in the beach safety zone, except in any specifically designated smoking waste receptacle. To have a "fix it ticket" signed off you will need to bring the ticket along with the vehicle to the Pismo Beach Police station. An officer will check the vehicle to verify the correction was made and sign off the citation.
