What’s Ahead for 2013 and Beyond?

 

 Our Vision for Pismo Beach
 
Provide a safe place; maintain its small beach town character; manage growth effectively; and enhance a vibrant tourist-based economy, while becoming a world-renowned tourist destination.
 

Short-Term Goals

• 

Complete Price Historic Park Master Plan and begin implementation
  Repair Price Canyon Road slope failure
  Complete and approve the Updated Land Use Element to the General Plan
  Army Corps to build Shoreline Protection Seawall at St. Andrews Sewage Lift Station
  Acquire and install 21st century technology in the Police Department
  Complete a comprehensive Downtown Plan – definition of scope, analysis of existing infrastructure, public vision and objectives, policy actions needed to support, and available near-term actions
  Consider ballot measure for public decision whether to renew/extend ½ cent sales tax

Resolve status of Chapman House regarding inclusion in the City and, if accepted, how to manage it

Demolish Old City Hall (retaining identified historic features, where feasible) and begin planning for future uses with public involvement

Move to paperless agendas incorporating best practices from elsewhere
    •    Design and construct new Five Cities Sewage Lift Station
    •    Approve the Complete Streets Design Master Plan and Construct Complete Streets Phase I (Shell Beach Area)
    •    Complete Design of the New Bello Street Bridge
    •    Repair Pier Plaza Seawall (steel retaining wall and concrete abutment)

Examine level of safety and security in Downtown area and identify potential improvements

 •

Facilitate cooperation with LAFCO and neighboring communities to pursue opportunities for an inland arterial

 •

Complete design work and identify funds to accelerate shoreline protection of Price Street

Mid-Range Goals  

    •    Sustain City Street Paving Program and repair storm drains
  • Complete and approve Circulation Element to General Plan (Including options to connect northern and southern sections of the City)
  • Maintain excellent Ocean water quality
  • Implement Public Art Program—(a) consider recommendation from PRBC on voluntary initiatives and (b) review recommendation from Planning Commission and dedicated funding from new public and private projects
  • Continue attention to energy efficiency and explore renewable energy with a strategy for additional City actions
    •    Develop educational workshop to discuss privately funded options to underground utilities
    •    Relocate Pier restrooms
    •    Develop and begin implementation of a comprehensive inspection program for the Bluffs with attention to the City’s infrastructure
    •    Approve plan and seek funding sources for preferred use of Old City Hall site
    •    Develop strategies to satisfy Downtown parking needs
    •    Construct Phase II (Price Street) of Shoreline Protection Plan
    •    Advocate for ways to reduce congestion on Hwy 101
    •    Build new Bello Street Bridge
    •    Complete construction documents for new Corporation Yard Operations Building
    •   Acquire and install 21st century financial management software


Long-Range Goals

    •   Continue to work with PG&E to underground utilities
 • Improve Pedestrian and Bike Trail Systems within the City and connecting regionally through the Complete Streets Plan
    •   Update Parks and Recreation Element of the General Plan (including feasibility of a dog park)
    •   Pursue a Historic Preservation process
    •   Explore alternatives for streets to connect both sides of the City without using Highway 101
    •   Acquire funding to complete a new fire station at Ventana (with accumulation of funds during upcoming budgets, as available)
    •   Acquire funding to complete Corporation Yard Operations Building.
    •   Establish a focused economic development plan
 • Explore opportunities to collaborate with outside partners to assess feasibility and strategies to increase the population and concentration of Pismo Clams.
 • Construct reclaimed water upgrades to the Waste Water Treatment Plant
